The use of health data is one such issue.

The European Union has been working in this area for some time, and the new European Health Data Space represents a significant step towards bringing order to a field that, until now, has seen uneven progress. Not because of a lack of data. Quite the opposite, in fact. Every day, millions of records are generated in hospitals, health centres, laboratories, surveillance systems, clinical trials and public health programmes. The issue is quite another: what can be done with all that information, how it is shared, who can access it and under what safeguards.

The European regulation came into force in March 2025, and we are now entering a phase of gradual adaptation. In other words, this is not something that will transform the healthcare system overnight. However, it is one of those fundamental shifts that is worth keeping an eye on, as it could shape much of the innovation in healthcare over the coming years.

The basic idea is a sound one: that health data can be put to better use. Firstly, for healthcare itself: that patients can access their own information, that certain clinical data is available when needed, that unnecessary tests do not have to be repeated, and that continuity of care is more than just an aspiration.

And then, when it comes to research and innovation—and this is perhaps one of the most important aspects—personalised medicine, artificial intelligence applied to healthcare, epidemiological surveillance and clinical research all require high-quality, comparable and well-organised data. Without that foundation, many technological promises remain confined to small-scale pilot projects or solutions that cannot be scaled up.

But there is another, equally important aspect to this issue. Health data is not just any kind of data. It relates to diagnoses, treatments, medical histories, tests, illnesses, lifestyle habits and personal circumstances. That is why the debate cannot be framed solely in terms of efficiency or innovation; it must also be framed in terms of trust.

The question is not simply how to make better use of information; the question is how to do so without crossing lines that must not be crossed: who decides, who oversees, what uses are permitted and which are not, how citizens are protected, and how we can prevent an infrastructure designed to improve health from ultimately generating mistrust.

Europe is trying to strike that balance: facilitating the use of data, but within a common, regulated framework that provides safeguards. On paper, the approach makes sense. The difficulty will lie, as is almost always the case, in its practical implementation. European healthcare systems are not all the same; they do not have the same level of digitalisation and are not always equipped to speak the same technological language.

Spain is also working on its own national health data platform, linked to this European strategy. It will be a complex process, but one that is necessary if we want research, healthcare planning and digital innovation to be based on useful information rather than scattered fragments.

Ultimately, this debate centres on a very specific issue: whether the healthcare system will be able to learn more effectively from what it already knows. After all, there is plenty of information available. What is often lacking, however, is the ability to turn that information into usable knowledge, with rigour and reliability.

Sources

European Commission — European Health Data Space Regulation:
https://health.ec.europa.eu/ehealth-digital-health-and-care/european-health-data-space-regulation-ehds_en

EUR-Lex — Regulation (EU) 2025/327 on the European Health Data Space:
https://eur-lex.europa.eu/eli/reg/2025/327/oj/eng

Datos.gob.es — Construction of the European Data Centre for Health:
https://datos.gob.es/en/blog/building-european-health-data-space-ehds

There are issues that do not attract as much attention as a new cancer treatment or cutting-edge surgical technology, but which can ultimately have a huge impact on the way research is conducted and patients are cared for.
